As a mandatory condition of employment, most employees of a town, housing authority or special district within Norfolk County are members of it's Retirement System. Membership provides a contractual relationship rooted in Massachusetts state law. Each member's situation is unique. However, in general, employees that provide long-term service to the public sector while making statutorily determined contributions into the retirement system will collect a monthly defined benefit upon retirement.
These Retirement Charts give the approximate percentage of your three year average salary based on your age and years of creditable service, that you would receive if selecting Option A at retirement.
Charts apply to membership before April 1, 2012NCRS’s retirement plan defines a benefit for its participants according to a set formula. Further, the defined benefit system promises a specified monthly retirement benefit based on group classification, employee’s age, creditable service and three highest consecutive years salary average.
The benefits administered by NCRS are guaranteed for the retired participant’s lifetime, regardless of fluctuations in investment returns.

Members have the following options to estimate potential retirement benefits.

Group classification is determined by member's occupation, position, or job duties. State law classifies types of employment within groups and NCRS assign members to the group classification for their position. The groups are defined as follows:
Creditable service is gained through retirement deductions withheld from employment earnings. Minimum creditable service time is a prerequisite for retirement, unless membership date was before January 1, 1978 or retirement is the result of a permanent work related disability.
For members, classified in Group 1, 2 or 4, with membership dates before April 2, 2012, you must have ten years of creditable service and be at least 55 years of age to retire; with twenty years of creditable service you can retire at any age.
Accidental Death benefits are available for member’s eligible survivor if the member’s death was the natural and proximate result of a personal injury sustained or hazard undergone while in the actual performance of the member’s duties at some definite time and place and without serious or willful misconduct on the member’s part.
Special provisions are applicable to firefighter, police officers, correction officers and public prosecutors killed in the line of duties under certain circumstances.
NCRS provides the following types of benefits to eligible members.
Ordinary Disability Retirement is available for members who are totally and permanently incapacitated from the performance of their duties as a result of illness or injury that is not job related.
Superannuation, (pronounced su•per•an•nu•a•tion /ˌso͞opərˌanyo͞oˈāSHən/) retirement is the benefit an employee is eligible to receive based on the statutorily set formula for group classification, age and creditable service.
For plan participants with membership dates prior to April 2, 2012 to collect a retirement benefit:

NCRS retirees consist mainly of former employees that provided long-term public service some of which, if not all, was provided within Norfolk County.
NCRS administers benefits to its retired members and, when applicable, to their survivors. Benefits are issued monthly on the last week day of the month in which they are paid. Retired members are entitled to their monthly retirement allowance for their lifetime.
You are limited in the amount of income you earn or receive from other sources after retirement for superannuation only if you are re-employed in the service of the Commonwealth or any of its counties, cities, towns, districts or authorities.

NCRS has approximately $1 billion dollars in assets, which are accumulated from 3 funding sources: 1) member contributions, 2) unit appropriations and 3) investment income.
Assets are managed by the Board Members with the advice of investment counsel and within the investment guidelines of the Public Employee Retirement Administration Commission (PERAC), the Commonwealth’s regulatory agency for retirement systems.
NCRS is led by a 5 Member Board of Trustees made up of the County Treasurer, who shall serve as the ex officio member and Chairman, 2 members elected by the active and retired members, an appointed member by the County Commissioners, and an appointed member by the unit member treasurers.
